Im 5ft 9" and kinda skinny. Currently sporting over-shoulders length type of hair.

My hair is thin and frizzy.

believe me. it will!! ive seen a skinny girl and she has short hair with a little long frindge falling to the side. the side and back will be shorter than the frindge. it looks so damn gorgeous on skinny ppl.

on petite skinny girls defiantly. for tall one, not so much. it will most likely just make you look unpaportioned. your better off growing out your hair to about mid back length. it looks much more flattering on thing tall girls.

hair style has less to do with how skinny you are and more to do with your face shape. a shorter cut may work with one face shape and not with another. but, according to what you are telling us, it would look very nice if you are looking for a dramatic change. it would also relieve some of the frizziness and make it look fuller, but might bring back some curl you didn't know you had, so make sure to have a straightener. a shorter cut will even out your body type, making you look less top-heave. so go for it!
